NEW YORK – The Department of City Planning is scheduled today to consider a zoning change that would bar an apartment tower that the Milstein family is planning at the South Street Seaport. The Milsteins are planning to build two towers of 13 and 24 stories at 250 Water St., a parking lot they bought in 1979. Neighborhood groups are pushing to limit buildings in the historic Seaport district to 120 feet, or about 11 stories.
